All good factions' and companions' most positive outcomes after aiding the NCR throughout the game and siding with them at the end. Evil factions got what t. It should have been hand delivered to you at Vegas. Go visit him at Vegas (his office is at the last block of Vegas), do his quests. And then at the end, he will refer you to see some other higher. The NCR can find water and electricity elsewhere (albeit with some difficulty), but Vegas can't find a replacement for the NCR's tourists. A peaceful Vegas ending counts on a temperate, measured response from one of the most powerful, militant factions in the game. I think it'd cause more trouble for the NCR, not less.

I further think we'll add these parameters.
* Assume a High Good Karma Courier in both cases.
* Assume the Courier did a near 'perfect' ending for his factions.
* Assume the Courier did as many Pro-Humanitarian decisions as possible. So, Yes Man Courier probably helped the NCR tremendously before deciding they were not right for the Mojave.
* Assume Yes Man is actually just what he appears to be, a reprogrammed servile robot whose new assertiveness will just make it more loyal.
* Assume the Legion is still in existence on the other side of the Mojave after the Legate's retreat and Caesar's death.
